【明報專訊】THE STATE COUNCIL promulgated the "Development Plan for Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone" at the end of last month (August). Although the document contains instructions merely for the Shenzhen Park, in essence it proposes a specific development roadmap and timetable for the entire Science and Technology Cooperation Zone. Therefore, Hong Kong must also implement it in an earnest manner.
