It is a question that on the surface sounds innocuous (無傷大雅的), but when posed in the current environment takes on an entirely different meaning. This meaning is best captured in the now iconic photograph of a Hong Kong family planning council office that had been spray-painted during a recent protest with a message that read: "who's gonna have kids in this city?"
