【明報專訊】THE public healthcare system is bursting at the seams. Feeling overwhelmed, frontline healthcare workers are suffering from low morale. Even though it is difficult to tackle the problem at the root in the short term, it is at least necessary to find palliative measures to "stop the pain". The budget's increase in resources is no doubt important. What is more important, however, is that the Hospital Authority (HA) should carry out reforms to tackle those long-standing problems.
