Editorial : Article 23 legislation and Hong Kong's uniqueness

【明報專訊】LI FEI, the HKSAR Basic Law Committee chairman, said in a seminar that the Hong Kong's failure to enact legislation in accordance with Article 23 of the Basic Law has caused obvious harms. He said that it was incumbent on the HKSAR government to enact legislation to safeguard the country's sovereignty and security. Many Hong Kong people have misgivings about Article 23 legislation, worried that it will be so strict as to infringe human rights and civil liberties protected by the "two systems". However, over the past few years, the rise of the "Hong Kong independence" ideology has impacted the "one country" principle and undermined Hong Kong's interests in the long term, which the HKSAR government lacks the legal tools to deal with. Hong Kong people should think calmly and rationally about how to find the balance between "one country" and "two systems" so as to preserve Hong Kong's uniqueness and at the same time safeguard Hong Kong society's interests as a whole.
