Editorial﹕Easing the Hung Hom tunnel jam

【明報專訊】AIMING to alleviate congestion at the Hung Hom Cross-Harbour Tunnel, the government has announced a proposal to "redistribute the traffic of the six main tunnels", suggesting higher tolls at the Hung Hom tunnel and the Lion Rock Tunnel but lower at the alternative tunnels. It will also consider subsidisation drawn from the public coffers to the operator of the Western Harbour Tunnel in exchange for lower actual tolls payable. The government has wasted more than ten years talking about the "redistribution of tunnel traffic" but has produced nothing concrete so far. We hope it will decisively take determined action this time rather than indulge in empty talk. Furthermore, it has to adopt a multi-pronged approach to solve the problem. It should not only have more roads and tunnels built but also consider tackling the issue from the management perspective, like reducing motorists' demand for road use.
