【明報專訊】THE INCOMING ADMINISTRATION will be sworn into office in less than a month, and the cabinet of Carrie Lam, the Chief Executive-elect, has been decided on the whole. Though Lam had said that she wanted a "major shake-up of the financial departments" and more female officials in the new government, things have not happened as she had hoped. It is understood that the only new face in the new government will be Law Chi-kwong, a member of the Democratic Party. The discrepancy between ideals and realities is big enough to reveal the difficulties of forming a cabinet, as many capable people refuse to join the government, a so-called "hot kitchen". But the lack of surprise in the line-up of the new government does not necessarily mean that old faces will not bring a breath of fresh air to the political scene. What will be crucial is whether or not the government will adopt a new governance style, reinvent the administrative culture and increase public participation.
