【明報專訊】WHEN he was in Macao on an inspection visit, Chairman of the Standing Committee of the National People's Congress Zhang Dejiang said the Macao authorities had set an example in pursuing the "one country, two systems (OCTS)" general policy, enforcing the Basic Law and safeguarding the country's security and unity. In his view, they have experienced success primarily because they correctly understand what OCTS is. He heaped praise on the Macao authorities for taking the lead in obtaining Article 23 legislation. People in Hong Kong's political circle and Macao's all believe Zhang said those things as much for Hong Kong citizens' consumption as for Macao citizens'.
