Editorial : Functional Constituencies should be phased out
功能組別缺認受性 若操作更扭曲民意

【明報專訊】LEGCO Functional Constituency elections have long been regarded as "small-circle" ones and undemocratic for mainly two reasons. First, the small number of voters makes it easy to manipulate the results, so much so they are hardly a representation of people's voice. Second, the voter registration procedures are such that one can easily engage in vote-rigging and distort election results as long as one bothers to do so. The way voters in the Information Technology constituency are registered, which is a story of today's (August 24) Ming Pao, is littered with irregularities that give rise to all sorts of speculations, even though it might be in complete compliance with the Elections Ordinance. It is questionable whether the election results will be truly representative of the preference of the IT sector.
