【明報專訊】HONG Kong government officials earlier arrived in Beijing and discussed with mainland officials from a number of departments ways to perfect the notification mechanism between the two regions. As disclosed by Chief Executive Leung Chun-ying, who was leading a team of government officials on the visit, some progress has been made in the matter. If things go in the way that we foresee, it will not be difficult for mainland China and Hong Kong to reach a consensus on a new mechanism. However, problems exposed by the Causeway Bay Books affair show that the effectiveness of the new mechanism will hinge on not only careful consideration of the regulations and practices, but also whether the mechanism will be respected, implemented and executed properly.
