Editorial : Hong Kong's unique status
建言機會應把握 獨特地位望確立

【明報專訊】CHAIRMAN of the Standing Committee of the National People's Congress (NPC) Zhang Dejiang (in charge of Hong Kong and Macao affairs) arrived in Hong Kong yesterday afternoon. What he said on his arrival and on a number of known occasions he has attended and the arrangements that have been made in connection with his visit have sent out messages different from those received in the past. The central authorities perhaps believe the Hong Kong SAR's position relative to the central government the new arrangements indicate shows things have returned to the "one country" right track and defines the relationship between those who lead and those who are led. Hongkongers pay scant attention to changes in formal arrangements. They are concerned only with whether changes will occur in the central government's general or specific special policies towards the SAR or its unique status. Zhang Dejiang declared after he had arrived at the airport he would "make impromptu speeches in different places and in different circumstances". One hopes he will openly declare during his stay here the central government's determination to maintain Hong Kong's unique status and keep it possible for the SAR to bring into play its peculiar advantages in the country's development.
