【明報專訊】ACCORDING TO information the government has provided, there are now already 11,000 non-refoulement claims awaiting processing. Government figures released last February show only 18 non-refoulement claims have been found to be well grounded. They account for about 0.3% of the total. That shows 99.9% of those who have made non-refoulement claims have nothing to do with so-called "torture claims". One may say they are "bogus refugees" who seek to remain in Hong Kong by taking advantage of the screening procedure or by other means. They have caused Hong Kong trouble.
