【明報專訊】RUBBLE HILLS have in recent years appeared on agricultural land left uncultivated in the New Territories (NT). Unconsolidated and about three or four storeys high, such hills will, if they collapse, harm life and limb. They damage the environment and threaten safety. It is indeed monstrously absurd that the government has just left the situation as it is and has never made any attempt to come up with any policy to deal with it.
