【明報專訊】PUBLIC HOSPITALS all around Hong Kong have become overcrowded as the city has entered influenza peak season. Describing the situation as "dire", the principal official responsible for the matter has introduced a set of emergency measures. Given the amount of resources at the disposal of the Hong Kong health care system, the current crisis can be solved if the resources are allocated in order of urgency.
