【明報專訊】THE NATIONAL PEOPLE'S CONGRESS (NPC) was convened in Beijing the day before yesterday. This time around, the meeting is all about examining and approving the new five-year plan for national, economic and social development. The thirteenth five-year plan is distinctly different from those in the past, since Chinese economic development has hit a "ceiling" and there is a tough challenge ahead of the country in a year when a five-year plan begins.
