【明報專訊】THE MAINLAND will enter its lianghui period as soon as the Lunar New Year holiday is over. What is called lianghui is the annual NPC (National People's Congress) and CPPCC (Chinese People's Political Consultation Conference) sessions. A platform on which laws are made and policies are discussed in China's political structure, lianghui (held annually) is one of its few political openings through which outsiders have rare opportunities closely to observe political and economic trends on the mainland. It therefore arouses international opinion leaders' mounting concern.
