Editorial﹕Loopholes in the voter registration system must be closed

【明報專訊】Acourt has begun hearing cases of alleged irregularities on the provisional registers of electors. In several cases, the magistrate has ruled in favour of the plaintiffs, and has ordered the police to follow up the cases. As can be seen from the rulings given over the past two days, the alleged irregularities are different in nature. It is too early to say that they have to do with vote-rigging. Still, the Registration and Electoral Office (REO) has to do a better job of making random checks on voters' addresses, which is part of its duties. Only a clean election can reflect voter preference truly and make sure that society is fair and just. In this light, the government should carry out a comprehensive review of the voter registration system and close the loopholes, with a view to preventing vote-rigging and anyone from gaining political advantages by inappropriate means.
