【明報專訊】TWO years ago, when it was disclosed that the United States had been eavesdropping on German chancellor Angela Merkel, US president Barack Obama said the US "is not monitoring and will not monitor" her communications. Last week, the US said the same thing once again, but this time they said it to French president Francois Hollande instead of Merkel. Similar things are certain to happen again, and no country's leaders can rest assured that they will not be eavesdropped on as long as there are espionage activities between countries.
