【明報專訊】MERS (Middle East Respiratory Syndrome) has spread further in South Korea, which is now the country with the highest incidence of the disease outside the Middle East. The South Korean government has made a terrible mess both of grappling with the outbreak and of disseminating information on it. Seoul has in recent years achieved much in developing the country's economy and its cultural soft power. However, the way it has handled the MERS outbreak has brought to light some ingrained maladies of its bureaucratism and governance culture.
