【明報專訊】TODAY (April 22) the government is to unveil its plan for electing the Chief Executive (CE) by universal suffrage in 2017. This is a development Hong Kong citizens should be happy about. However, pan-democratic legislators find the August 31 framework unacceptable and have threatened to reject it. Therefore, it may remain a dream to elect the CE by universal suffrage.
