You see, on the skids is a colloquial term which describes a person - though it could also be applied to a city or a neighbourhood - in a state of economic decline (經濟衰退)." Fergus paused for a moment. "So generally speaking, while my neighbourhood may be on the skids, I am not. I am just temporarily without funds." I guess that explains that!
