【明報專訊】THE ADMINISTRATION is about to put its constitutional reform package before the Legislative Council (Legco). When it does so, the pan-democratic legislators will be faced with a zero-sum choice. It is they that will decide whether the Chief Executive (CE) will be formally elected by universal suffrage in 2017. Based on the August 31 framework, the package will fall short of some people's expectations. However, things being as they are, pan-democratic legislators should no longer just make gestures or yell slogans about the constitutional reform.
