【明報專訊】FINANCIAL SECRETARY John Tsang has delivered his eighth budget, lavishly handing out "candies" worth $34 billion with what is called relief measures. Conceivably, the budget will be well received by the public and easily go through. The government has huge fiscal surpluses, and the public coffers are flush with money. In recent years, the government has often reminded the public it will soon need large quantities of resources to tackle problems arising from population ageing. John Tsang has tried to deal with the issue on the public finance level in the budget of the next fiscal year. However, it is not clear from it or the policy address that the government has a comprehensive plan for dealing with population ageing.
