【明報專訊】CARRIE LAM, the Chief Secretary for Administration, has submitted to the Legislative Council the Consultation Document on the Method for Selecting the Chief Executive by Universal Suffrage. However, legislators from the pro-democracy camp do not seem to bother to listen to the government, and have vowed to veto any constitutional reform proposal based on the August 31 resolution of the National People's Congress Standing Committee. As the pan-democrats are seemingly bent on defying the government and preventing any constitutional reform proposal from getting through Legco, it is very likely that the election of the Chief Executive by universal suffrage will not be implemented.
