【明報專訊】EVEN Chief Executive (CE) Leung Chun-ying is aware that some are not happy with the universal-suffrage framework the National People's Congress Standing Committee (NPCSC) has adopted because they think it falls short of their expectations. However, he has said it is better to have universal suffrage than not to have it, implying that he hopes citizens will "pocket it first". As there are no survey data about how citizens look at the framework, it is not clear how well or badly it has been received by them. Amid uncertainty, it has been suggested that citizens should "pocket" it on certain conditions. An idea that has emerged is that citizens should be allowed to "keep the second gate".
