政改拍板不怕「有事」 中央治港思維變了

【明報專訊】THE NATIONAL PEOPLE'S CONGRESS STANDING COMMITTEE (NPCSC) is discussing a draft resolution on Hong Kong's constitutional reform. Its decision will not be known until the vote on Sunday (August 31). However, as disclosed by different sources familiar with the matter, it is extremely likely that the NPCSC will go for a high threshold, i.e. a reform plan with political screening as well as the requirement that the chief executive (CE) to be elected by universal suffrage must "love China and Hong Kong". Given the current social circumstances, such a plan is unlikely to be adopted by the Legislative Council by a two-thirds majority. Our political system, in all probability, will remain as it is.
