【明報專訊】THE NATIONAL PEOPLE'S CONGRESS STANDING COMMITTEE is to set out a framework for Hong Kong's constitutional reform, after which the dispute between the government and the opposition is likely to continue. The dispute pivots on one question: should Hong Kong "pocket" whatever is on offer? If a comprehensive opinion poll commanding public credibility is conducted, so that the silent majority may express their views on this question, there will be an objective criterion for the adoption or rejection of the proposed reform.
