【明報專訊】ZHANG DEJIANG, head of the central government's leading group on Hong Kong and Macao affairs and Chairman of the Standing Committee of the National People's Congress (NPC), recently came down to Shenzhen and for three consecutive days met with Chief Executive Leung Chun-ying and people from different circles in Hong Kong, elaborating to them the central government's idea for constitutional reform. All those he chose to meet with were from the pro-establishment camp.
