【明報專訊】THE EQUAL OPPORTUNITIES COMMISSION (EOC) has issued a consultation document in which it is suggested that Hong Kong should legislate against discrimination against new immigrants and tourists. The consultation exercise will close in three months. What is recommended in it may affect some government policies, especially those towards public housing and other social benefits, which have to do with the distribution of resources. It has therefore provoked heated debate.
