【明報專訊】THE QUADRENNIAL sleepless summer nights have come again. In these four weeks, the World Cup will continue to stir the hearts of billions upon billions of soccer fans. It began just a few days ago. As yet nobody can tell which country will be the winner. It is early days yet. However, everybody can identify the loser - FIFA (the International Federation of Association Football). No sooner had the 2014 World Cup begun than another scandal involving FIFA broke. It was reported in the press that Qatar might have won its bid to host the 2022 World Cup by bribery. The story is very appalling indeed.
