【明報專訊】IN A WHITE PAPER entitled The Practice of the "One Country, Two Systems" Policy in the Hong Kong Special Administrative Region, the Information Office of the State Council describes judges and judicial officers in the HKSAR as part of "Hong Kong's administrators". The Hong Kong Bar Association (HKBA) has responded categorically that such a description is a mistake and will send out the wrong message that courts in Hong Kong "are part of the machinery of the government and sing in unison with it", which the HKBA thinks is not the case.
