【明報專訊】THE INFORMATION OFFICE of the State Council has released a white paper entitled The Practice of the "One Country, Two Systems" Policy in the Hong Kong Special Administrative Region. This is the first time such a thing has been done since Hong Kong reverted to Chinese sovereignty seventeen years ago. The paper dwells on Hong Kong's subordination to the country. In particular, it says the Central People's Government (CPG) has full control of Hong Kong affairs.
