【明報專訊】THE FIRST ROUND of public consultation conducted by the Hong Kong government on constitutional reform is over, leaving the public uncertain and apprehensive. There is a feeling of uncertainty because, with the central government and the pan-democrats taking diametrically opposed positions on the constitutional reform issue, it appears hardly possible that an agreement can be reached. And there is a feeling of apprehension because, with the hawks in both the pan-democratic camp and the pro-establishment camp assuming dominant roles and going to their respective extremes, it is quite possible that violence and chaos will ensue.
