【明報專訊】TODAY (May 21) the Legislative Council (Legco) resumes deliberating on the Appropriation Bill. As it has been declared, Legco President Jasper Tsang will exercise his powers to take steps to end the filibuster - to prevent a few Legco members from making long speeches to delay or impede Legco and government business.
