【明報專訊】THE GOVERNMENT has announced its decision to fine-tune the double stamp duty (DSD) measure in two ways - to allow second-flat buyers more time and to waive the DSD in respect of a parking space acquired together with a flat. Both are technical adjustments in keeping with the spirit of demand management. Because supply is increasing and interest rates will eventually go up, citizens no longer expect property prices to keep going up and never to come down. The adjustments are favourable to "flat-switching" owners and may slightly increase transactions, but they are not expected to bring about radical changes in the property market.
