Non-profit institutions making huge profits
批地不嚴監管不力 非牟利團體賺大錢

【明報專訊】OUR REPORTERS' INVESTIGATIONS have revealed that a good number of institutions are running guesthouses or hotels on land granted by the government at nil or nominal premium, which could be as low as $1,000, and they pay to the government annual rents equal to or even less than 3 percent of the ratable values. The land grants were made because the institutions were supposed to be non-profit-making. However, according to these institutions' 2012/13 annual or financial reports, the six guesthouses or hotels run by the Methodist Church, the Hong Kong YWCA, Caritas Hong Kong, and the Chinese YMCA of Hong Kong all reported profits amounting to tens of millions of dollars - only the Salvation Army's Booth Lodge reported a deficit, which amounted to $480,000.
