【明報專訊】THE CENTRAL PEOPLE'S GOVERNMENT (CPG) has invited the members of the Legislative Council (Legco) to visit Shanghai, and Chief Executive (CE) Leung Chun-ying has publicly outlined the programme of the visit. However, the invitation is clouded because it is not clear whether Director of the Hong Kong and Macao Affairs Office Wang Guangya and other Beijing officials will talk about the constitutional reform separately with pan-democratic legislators.
